An article in the January 27, 2006 "The Oregonian" revealed that 365,000 digital files containing copies of patient records for emergency backup were stolen out of a health system employee's car, stirring privacy advocates, legal authorities, and patients to call for tighter controls on businesses that handle personal data, and for penalties on those that fail to safeguard privacy.
